Legislation allows free usealcohol anywhere except for those buildings and territories that are prohibited. In particular, the ban applies to public places, educational, children's, medical organizations, and some other objects.

The current legislation does not contain a listplaces in which it is allowed to drink alcohol, but quite clearly fixes those objects and territories on which it is prohibited. So, a special ban on drinking alcoholic beverages is established for medical institutions, children's and educational organizations, for territories directly adjacent to such objects. In addition, this prohibition applies to public transport, stopping points, bus stations, stations, refuellings, stations and airports, markets, high-risk facilities and military facilities. You can not use alcohol in non-stationary trade objects, cultural institutions. Nevertheless, an exception has been made for cultural organizations, because if there are public catering establishments in such institutions, alcohol can be consumed within the catering points.

Prohibition of drinking alcohol in public places

Separately, the legislation specifies a ban ondrinking alcohol in public places. An exhaustive list of such places is not given, but they can include any territory where there is a massive population of people. Examples are recreational areas, forests, parks, entrances, stairs, yards, elevators. Exception is made only for the use of certain alcoholic beverages (for example, beer, cider or mead), which is allowed within the catering organizations located in public places. In other respects, the indicated prohibition is unconditional, and its violation can become the basis for bringing to administrative responsibility.

How is the area adjacent to prohibited objects determined?

In some cases, legislation not onlyforbids drinking alcohol on the territory of a certain facility, but also does not allow drinking alcohol on the adjacent territory. Such rules are established, for example, for educational institutions or medical organizations. At the same time, the definition of the borders of adjacent territories is within the competence of local government bodies, therefore for different settlements this distance can vary. The use of alcoholic beverages within such territories is equated to drinking alcohol in the prohibited objects themselves, therefore, the same responsibility may follow.
