Every new year in Russia is rich in surprises,many of which do not add positive emotions to the population. Not so long ago, Russia raised the excise tax on gasoline. After that, the price of gasoline began to increase steadily. So, since 2011 the excise on a liter of fuel has increased by one Russian ruble. As a result, the excise tax per tonne of petroleum products on average increased by almost 1,300 rubles. That is, excises grew by about one third.
In 2008, the Government of the Russian Federationwas approved by the federal target program "Development of the transport system of Russia (2010-2015 gg.)", aimed at the modernization of the transport structure, including the modernization of highways. The program's plans were large-scale: officials of the Ministry of Transport of Russia planned considerable investments and hoped for these years to spend an impressive amount of 4.65 trillion rubles to repair roads in Russia-Matushka. But the crisis suddenly came to the country, and the servants of the people had to radically revise the grandiose plans. For example, in 2010, 507 billion rubles were intended for repair and construction of roads, and only 234 were allocated, of which 186 billion were spent for repairs. And in 2011, according to the Minister of Transport I.E. Levitin, could become a failure - there is practically no money for the modernization of transport infrastructure, it is possible to cut out 57 billion rubles from the budget with difficulty. This amount would not be enough even for road repairs, what can one dream about building new ones. However, the government found an original way out of a difficult situation. In 2011, the expenses for the motorways were planned at a rate of 455 billion rubles, which were not taken anywhere. As a result, the main source of funds was made by the federal road fund, which was to amount to 387 billion rubles, and replenish the fund due to Russian motorists. In the recent past Deputy Prime Minister S.B. Ivanov said that it is possible to solve the issue with the modernization of roads only on the principle "who on our wonderful roads travels, that for their condition let them be calculated." That is, once the car owners are not satisfied with the state of the road surface, which they themselves destroy, traveling around in their vehicles, then let them participate in its repair. So the above-mentioned road fund was created, which will be filled at our expense. Ivanov suggested the following simple scheme: increase the excise tax on gasoline, and cancel the transport tax. The argument is this: let them pay those who travel more often. As a result, the excise was increased, but the transport tax was not abolished, but simply gave it to the regions. The Government of the Russian Federation is confident that all means of increasing excises will go to repair roads. And thanks to the funds coming from the increase in excise taxes on gasoline, in the very near future most federal highways will be put in order. And that's how experts evaluate this situation. "The indexation of excise taxes will affect the cost of fuel," said Yevgeny Mikryukov, Deputy General Director for Commercial Issues of OOO LUKOIL-Uralnefteproduct, commenting on the situation.
