In the entrances of apartment houses it will be possible to equip a special place for smoking only with the permission of absolutely all tenants. The reform will affect the rules of retail sale of tobacco products. You can buy them only in shops, the area of ​​which is at least 50 square meters. And the laying out of cigarettes will not be done, and they will be chosen only by a special price list. Significantly, the prices for cigarettes will also change. The cost of the cheapest bundle will be more than 60 rubles, which implies an increase of 3 times compared to today. Such a metamorphosis will be connected with the new decision of the Ministry of Health to increase the share of excise tax in the retail price to 50%. In addition, the Code of Administrative Offenses will be amended - it is proposed to add responsibility for non-compliance with the anti-tobacco law for both individuals and legal entities . And the regions will have the right, at their own discretion, to tighten restrictions on places for smoking and the conditions for selling cigarettes.

Sellers will be given the right to demand from the buyer a passport or other identity document containing information about the age. This measure will make it possible to exclude the sale of cigarettes to persons under the age of 18 years. The new law is likely to become the toughest in the modern history of Russia. That is why the provisions of the draft law provoked ambiguous attitude on the part of the agencies interested in solving this problem. Before the adoption of the law, it will have to go through multiple agreements. The measures proposed by the developers of the law have already met with opposition from large cigarette manufacturers. Adoption of the law, obviously, can become possible not earlier than November 2012.

In airplanes, the ban on smoking is valid if the flight duration is less than three hours. This is considered an administrative violation, for which penalties are provided. It follows from the draft law that such prices will be revised annually by the government to increase. Over time, tobacco prices in Russia will be brought to the level of European countries, which will, among other things, replenish the budget by 600 billion rubles within the next five years. It is also proposed to ban the demonstration of the process of smoking and tobacco products in audiovisual works, if this is not part of the meaning of such a product. The bill will ban the sale of tobacco in pussies and trade chests in the city, leaving this right only for stores that are allowed to trade strong liquor am. If there are doubts that the buyer is 18 years of age, the seller has the right to demand from the buyer a document proving his identity and containing data about the age. These are just the basic requirements that the Ministry of Health reflected in the draft anti-tobacco law. After amending and coordinating with the agencies concerned, the law will be reintroduced to the government and legislators. It is planned that this will happen before November 2012. The State Duma considered the measures proposed by the Ministry of Health to be too lenient and is preparing its own version of the anti-smoking law.
