Corruption or bribery is one of the mostserious problems of the Russian state apparatus. It leads to the violation of legislation, hinders the development of the economy and causes irreparable damage to the morality of society. There are several generally accepted ways to combat corruption.

In 2012, the National Anti-Corruptionthe Russian Federation Committee submitted four methods of fighting corruption in the country for consideration by the public. Several national parties supported them at once, and these measures are increasingly being applied in practice. The first of them consists in a careful selection of cadres for admission to the civil service. It eliminates the recruitment of employees for high "liaison" positions, on a paid basis and other illegal or unethical grounds. Only citizens who have appropriate higher education and work experience, who have proved themselves at previous jobs, are allowed to the civil service.

The next method of fighting corruption iscontrol over the expenses of officials, excluding both bribery and the possibility of unnoticed waste of funds received by illegal means. For this purpose, annual declarations of income and property of senior officials are carried out, as well as verification of the reliability of the relevant declarations. The amounts and sources of income are compared with the increase in the property of both the officials themselves and their closest relatives. During the verification of data and figures, the actual ownership and use of property is also established, since the registration of real estate and transport to other persons is quite common.

For example, under the guise of citizens, business owners and other officials, operatives visit the office of officials and propose to solve certain problems by transferring money or valuables to government officials. At the same time, a hidden survey of this process is conducted. In a special order, these measures are applied to persons who have already come across bribery earlier.



Tip 2: How Students Fight Corruption in Universities


Unfortunately, corruption in Russia does not affectonly industrial branches, its tentacles have already penetrated into science and education. It has become common that students are forced to give bribes to teachers to obtain a diploma of higher education. Especially such a vicious practice is spread in prestigious metropolitan universities, which enjoy special piety from employers.



How students fight corruption in universities


Each student may encounter a manifestation ofcorruption at the first stage of the entrance exams. Often even having excellent knowledge, applicants are forced to pay bribes to enter the budget department. During the training for money, you can buy any course work, pass a test or exam. Recently, in July 2012, the State Duma, represented by the head of the committee on security and anti-corruption Irina Yarovoy, took care of the fight against corruption in universities. She suggested that students fight corruption in universities together with deputies. Yarovaya believes that students of higher educational institutions are able to take part in the eradication of this shameful practice, because they are its direct participants and suffer from corruption in the first place. In order to counteract the corruption mechanisms used in universities and institutes, students must consciously raise their level of education and study well, be flawless so that bribes do not become the instrument by which failures in learning are corrected. The initiative of the deputies was supported by the Russian Student sky Union. He developed the "Program to combat corruption and infringement of the rights of university students". This document outlines the measures that the students propose to the Ministry of Education and Science of the Russian Federation to eradicate bribery. In particular, they initiate the establishment of a special supervisory body that will examine the complaints of students and check them. As one way to restore order in higher education, it is suggested to use the quota of the number of students and graduate students participating in the General Meeting, an organ that not only elects the rector and scientific council, but also solves the most pressing issues of the activity of universities. In particular, students and graduate students should take part in elections of the pro-rector and dean responsible for working with students. In the opinion of the Student Union, such measures will democratize the educational process and overcome the manifestations of corruption.




Tip 3: Why Tymoshenko is judged


Former Prime Minister of Ukraine Yu.V. Tymoshenko was recently found guilty of abuse of power and sentenced to 7 years imprisonment. Not only in Ukraine, but also in a number of foreign countries, this sentence is seen by people as unfair, politically motivated. Say, the current government in the face of the President of Ukraine V.F. Yanukovych and the Donetsk group behind him simply cracked down on the leader of the political opposition, fearing the popularity of Tymoshenko.



Why do they judge Tymoshenko


The Western press spares no effort tryingto present the convict as an irreconcilable fighter against corruption and almost the standard of democracy. Some Western leaders are exerting undisguised pressure on VF. Yanukovych with a demand to cancel the verdict and release a "prisoner of conscience." But is Tymoshenko really a victim of political struggle? This version does not stand even the most superficial criticism. Officially, Tymoshenko was convicted of having in 2009 unauthorizedly forged the directives of her country's Cabinet of Ministers before concluding gas contracts with Russia. On her direct instruction, the counterfeit document was made, certified by its signature and stamp of the Cabinet. Using this fake, Tymoshenko exerted pressure on the management of the company "Netfegaz Ukraine", forcing him to sign an agreement that was extremely unfavorable for the country. And details of the agreement were hiding from the highest officials of Ukraine and from its parliament! This is an absolutely unheard of case. Under the laws of any country, this behavior of a high official is unequivocally criminal. Moreover, in some states, whose leaders are particularly loud in defending an unbreakable democrat, the defendant found guilty of such a crime would receive a much more severe punishment. It should also be noted that when passing a verdict the court must also consider the identity of the defendant, give an assessment of his previous behavior. It is known that one of the previous chiefs of Tymoshenko - former Prime Minister of Ukraine P. Lazarenko - was convicted in the US for corruption and laundering of criminally acquired money. In the decision of the US court, Yu.V. Tymoshenko was directly named his accomplice. There are also a number of sentences of Russian courts considering cases of corruption in the Ministry of Defense of the Russian Federation. And there the companies headed by Tymoshenko were convicted of very unseemly acts. Of course, in determining the penalty, the court took into account these well-known facts.
