Maternity capital and how to use it
Maternity capital is a state program,aimed at changing the demographic situation in the country and increasing the birth rate. This form of supporting families with two or more children is a certificate that can be used for strictly defined purposes.
Who has the right to maternity capital
Families in which after January 1, 2007 was bornsecond, third, fourth or subsequent child, are eligible for state support in the form of maternity capital. Its size is indexed annually, in 2007 it was 250,000 rubles, and in 2013 it is 408,960.50 rubles. It is possible to receive the maternity capital only once, that is, it is not provided for the third child, if the second has already been issued.How to get maternity capital
To obtain maternity capital, it is necessary toapply to the territorial branch of the Pension Fund of Russia at the place of residence. It is necessary to have the following documents with you: - passport of the applicant, - birth certificates of all children with stamps of the passport and visa service on citizenship, - application for receiving maternity capital. It can be filled in place or at home, the standard form is available on the website of the Pension Fund of the Russian Federation. Within a month, the documents submitted are examined, after which the applicant receives a report on the decision to issue maternity capital (or to refuse). To obtain a certificate, you must visit the territorial office of the Pension Fund.The maturity of applying for a certificate for maternity capital is not limited. The program itself is valid only until 2016, it may be extended with some changes.
Using maternity capital: housing
Maternity capital or part of it may beused to purchase an apartment or a house or for its construction. The latter can be carried out both independently and with the invitation of a third-party organization. Also, to the "improvement of housing conditions," referred to in Decree of the Government of the Russian Federation of December 12, 2007 No. 862, is a mortgage, so the parent capital can be used to repay part of the debt on such loans. And, finally, the certificate can be used when buying an apartment in a newly built house on the terms of an agreement on equity participation. However, not all developers have such programs, and they can not be obliged.When buying a house or apartment, the funds are transferred to the seller's account within two months from the date of submission to the FIU of the contract of sale and certificate of registration of ownership.
