According to the RF Federal Law "On Organization of Grantingstate and municipal services "dated July 14, 2010, in order to simplify the interaction of citizens with government and local government, a program of measures has been developed and is being implemented that provides for the electronic access of citizens to these services.
That is, a citizen, having on his hands an electronic(UEC), now is not obliged to personally queue at various instances, for example in the Unified State Register, pension fund, tax or polyclinic registry office - just bring the card to a terminal similar to the bank, select the desired service and immediately obtain the result.
However, many citizens for unexplained reasonsprefer to give up this convenience and act in the old manner. This is a matter of personal choice: all public services will continue to be provided to citizens in full in paper form.
Until January 1, 2015, UEC is issued to citizens only onpersonal application. Although you can write a rejection of UEK, there is no urgent need for this - no one is forced to "count you". However, after this period, the UEC will be issued to all those who have not filed any of the applications - on extradition or on the rejection of UEK.
If before the beginning of 2015 you still do not decide whether you need a universal electronic card, you will receive it automatically in the foreseeable future and will be able to use it for its intended purpose, and refuse to use it without explaining the reasons at any time.
Application for refusal of extradition / useUEC can be obtained at any branch of an authorized organization convenient for you or downloaded from the official website of the UEC of your region. But pay attention: whatever considerations you are guided by, refusing the electronic card, your personal data will be processed by the authorized organization in any case - both when you receive the card, and when you refuse it.
