The Soviet capital was a favorite, and the Russian media even hastened to announce a positive decision of the committee in favor of Moscow, although the decision had not yet been made. Voting of members was conducted in two stages. In the first round, Los Angeles dropped out, and almost all of his votes moved to the Canadian city. Montreal won with a result of 41 votes against 28.
