Since June 9, 2012, rallies and street processions inRussia is conducted under the new rules. The legislators adopted the corresponding amendments to the "Law on Assemblies, Rallies, Demonstrations, Processions and Picketing", as well as to the Code of Administrative Offenses. Changes in the legislation significantly tightened the requirements for the protesters.
After approval by the President of Russia and the officialpublication in print of new legislation on the conduct of mass events came into force. The first thing that catches your eye: the increased responsibility of the organizers of rallies and demonstrations for all sorts of violations. The maximum amount of the fine for citizens is now 300 thousand rubles, and for officials - 600 thousand. Legal entities guilty of violating the requirements of the administrative code when holding rallies are now facing a fine of up to 1 million rubles. In some cases, the law provides for punishment in the form of compulsory labor. Responsibility for violations will continue throughout the year, until the expiration of the statute of limitations. New bans have been issued regarding the protesters. Now you can not protest while drunk and hide your face during the rally. It will not be possible to disguise the public action under the "folk festivities". The organizers of the rallies will not be persons having an outstanding criminal record or who have been repeatedly brought to justice for violations of the administrative legislation regulating the conduct of mass actions. Some of the current leaders of the "non-system" opposition, thus, can not apply for participation in the mass event. The shares, as the law says, must end no later than 22 hours. The amendments to the law, however, have somewhat expanded the opportunities for discussing issues of concern to the public and expressing opinions. Now in the regions of the country there may appear special places - the so-called "hyde parks". Such actions will not require prior approval. The main thing is that the number of participants is not less than 100 people. At the same time, the authorities were asked to determine the places where mass events are prohibited. The purpose of the amendments, RIA Novosti notes, was the care of observing the legitimate rights and interests of all citizens of the country, including those who do not consider it necessary to participate in protest actions. Legislators are sure that tougher responsibilities will make political actions in the country more predictable and civilized, and participation of citizens in rallies is safer.
